Transcription of note that accompanies the photographs: The excellent aerial photography above points out one of the difficult problems of the California citrus industry. Development of grove land into commercial and residential property is the result of the tremendous population influx of the past several years. Both the Whittier and the Pico Rivera areas of the latter 1940's were obviously exclusively citrus production areas. The comparative photos show the result of the population increase.
